The concept of well-being has become part of the Government's agenda, with reports and books suggesting that happiness can be manipulated and that it is in the political interest to promote it. This instrumental view of well-being is examined in the light of children's experiences and their comments on them. These representative attitudes are compared with the accumulated wisdom of philosophers and the changing attitudes to happiness over time.
