The key aim of the project was to design and deliver a curriculum to meet the needs of employers and employees in the public sector. The main instrument for achieving this aim was the design and launch of a Foundation Degree in Community Governance and Public Sector Management. The Foundation Degree started in October 2002 with a cohort of 24 students from two local authorities and a number of voluntary sector bodies.
