Market forces and prioritization policies have accelerated the take-up of basic insulation measures in less affluent homes. But, in the homes of affluent householders, those householders who as a group use the most energy and emit the most carbon dioxide, progress has been significantly slower. This paper illustrates the developing trends, which the Green Deal must reverse if emissions reduction targets are to be achieved.
