This working paper is one of the outcomes of a two years research (2008-2010) undertaken by the researcher which form part of his PhD degree in Education Management at Business School University of Huddersfield. It examines the government higher education policy and Libyan higher education reform in the globalisation eras; it provides a thorough review of the research literature on the impact of globalisation on new Libyan higher education policy reformNHEPR2008-2012. This working paper also is an attempt to provide a basis for understanding clearly the key elements and requirement for the adoption of new technologies. It has reviewed the Rogers’ (2003) theory Diffusion of Innovations “DOI” provides the theoretical framework in this working paper.
There are seven main sections to this working paper. The first section seeks to offer a comprehensive review on main reform in current Libyan higher education by focusing on a new higher education policy reform and offers an analysis of how the Libyan government is reforming higher education. The second section reviews how globalisation may affect new higher educational policy Libya. The third section discuses policy, and Libyan education policy how educational policies are formulated and implemented in Libya The fourth section discuss the issues of technology acceptance, and theoretical overview of adoption and usage of new information and communication technology in Libyan higher education of this working paper therefore provide some concluding remarks.
